Associate Regulatory Counsel

Develops and implements strategies to secure regulatory authorizations, including market access and other licenses, for SES geostationary and medium-earth-orbit (MEO) satellites and services in time for testing and/or commercial operations in assigned countries.

Conducts effective policy advocacy and defence via strategic, substantive and timely interventions (directly as SES or via trade associations) that support SES key business and policy objectives, in national and international policy proceedings and meetings.


You will be responsible for (this is not an exhaustive list):

  • Implement strategies for the companies’ satellite and telecommunications policy advocacy through written advocacy in national consultation proceedings, policy papers, social media, external meetings and oral presentations, directly on behalf of SES or in cooperation with industry associations
  • Implement SES’s positions on U.S. domestic policy matters, including broadband policy, network resiliency, IoT, cybersecurity, regulatory fees and universal service/broadband funding advocacy. Build advocacy coalitions among industry stakeholders to advance the company’s strategies
  • Support SES’s satellite and earth station licensing efforts and maintain such authorizations in good standing for global maritime, and for U.S. earth station licensing processes
  • Support SES commercial teams on compliance with regulatory requirements for proposed service agreements and with global and individual country regulatory and licensing requirements
  • Manage Universal Service Fund compliance for MEO operations, including training and advice to commercial Sales and Product teams on regulatory compliance with USF obligations
  • Prepare legal memoranda and summaries for internal company consideration on licensing or market access and make recommendations based on company objectives
  • Support key customer regulatory applications, as required
  • Maintain ongoing detailed knowledge of telecoms and satellite laws and regulations applicable to the company’s operations:
    • Identify, monitor and report internally on political and telecom law and regulation changes and proposals that could impact satellite services and market access
    • prepare and implement strategies for advocacy on such matters in open U.S. or international proceedings, and represent the company before relevant regional organizations
    • identify areas of potential or actual non-compliance and recommend corrective steps
  • Provide targeted and well-coordinated support as a member of delegations at international meetings and identify regulatory meetings where business and policy objectives can be advanced
  • Develop and maintain positive working relationships with key government officials in national regulatory bodies and facilitate regulators’ understanding of the companies’ satellite system, services, and business needs






Must Have

  • JD degree or international equivalent
  • 3 – 5 years of experience in the satellite and/or telecommunications sector including regulatory and policy advocacy (e.g., telecoms, media, spectrum) and licensing
  • Expertise with international legal and regulatory matters, including but not limited to market access, cybersecurity, privacy, trade, ITU, or antitrust
  • Readiness to travel internationally

  • Clear communicator able to produce and present positions to a variety of internal and external audiences
  • Capability in representing the company at negotiations and discussions with regulators, customers, and other stakeholders
