ROLE DESCRIPTION
LuxGovSat (LGS) has set the objective to further develop its activities towards becoming a diversified service and solutions provider for secure operations. To this aim, LGS is leveraging on its experience related to secure operations comprised of the set-up of staffing, the definition and implementation of procedural measures as well as the development of infrastructure considerations.
LGS is currently investigating the possibility to engage in the IRIS² program as a support service to SES, who is leading the SpaceRISE consortium of companies defining the realisation of requirements set forth by the EC and ESA.
SES is the lead of operations, maintenance and service package in the consortium and set as the potential operator of the Ground Control Center (GCC) for IRIS² in Bettembourg, Luxembourg in which functions such as the Mission Control Center as well as the Satellite Constellation Control Center (S3C) constitute the main pillars of related secure operations.
LGS plans to contribute to the requirements definition and operation preparation for the GCC in order to become eligible to run and operate the 24/7 MCC & S3C functions in the future, under a potential subcontract from SES.
The Project Manager for LGS IRIS² Operations is directing the definition and execution of the IRIS² Project requirements given by the European Commission to the SpaceRISE consortium and aligns them with LuxGovSat current Secure Concept of Operations.
The incumbent becomes an expert in the area of the IRIS² GCC requirements and focusses on the potential future layout, fitout and operations of the MCC and the S3C inside the GCC.
As a Project Manager, Secure IRIS² Operations, you will be responsible to :
- Under the guidance of the Service Engineering Officer/Operations Engineering Manager and in cooperation with SpaceRISE technical team:
- Provide input as a subject matter expert to the SpaceRISE technical team on planning the future service operations for IRIS2, based on LGS business model and procedural framework.
- Coordinate closely with the LGS Operations Team, IT security Analyst and Security Officer respecting the project’s “need-to-know”, security restrictions and confidentiality, and thus build realistic specifications for IRIS² Service Operations tools and environment.
- Lead the activities and/or contribute to the editing and writing of IRIS² documents as assigned and deliver in time and quality.
- Align the IRIS² requirements with current operational best practices for secure operations and leverage LGS’s strengths regarding Facility Clearance, security zones, etc.
- Liaise with Engineering departments for the specification, design, development, testing and acceptance of new hardware and software tools or systems.
- Participate in vendor meetings and negotiations related to system and service development, upgrade, operations and maintenance.
- Present complex information at international conferences and at customer meetings as a trusted representative of LuxGovSat S.A.
- Get involved in the Quality environment system, propose improvements compliant with the relevant provisions of the Quality and Environment Management System and their possible adaptation.
- Be available on an on-call ad hoc basis in support of operations activities (escalation).
YOUR PROFILE
1- Must have :
- Master’s degree in engineering / computer science, or equivalent qualifications and / or experience
- At least ten years of professional experience in the Satellite Telecommunications or Data Communications Industry, ideally in connection with governments or public institutions
- Having experience in satellite RF (Radio Frequency) background communications, including the transmission and reception of radio frequency signals. Proficiency in satellite technology, signal processing, and communication protocols is essential.
- Strong Operations and SatCom RF background enabling to understand and analyse complex operational transmission problems
- Demonstrable knowledge of complex satellite technology including asset management and flight dynamics
- Experience in operating a large spectrum of projects and services (hardware, systems integration, support services, etc.)
- Strong knowledge of key SatCom operations and measurement tools including SAT Monics and SatID
- Knowledge of military or other governmental agencies
- Existing experience or relationships into the defence market on national or pan-regional levels is considered an additional asset
- Experienced in the daily usage of engineering support tools, project management tools as well as office and communication software tools (e.g. MS Outlook, IBM Notes, MS Word, MS Excel, MS PowerPoint, MS Project)
- Fluency in English and any other languages will be considered as an asset
- Strong project management skills (incl. budget management)
- Sound analytical skills with attention to detail and accuracy
- Solid written and oral communication skills
- Proactive approach towards potential and/or current customers
- Ability to anticipate and to mitigate risks
- Ability to work both in a team and independently as required
- Ability to integrate into and/or lead cross-functional project teams
- Strong ability to set priorities, excellent organisational skills
OTHER KEY REQUIREMENTS
- Understanding of the unique demands of working within the Governmental institutional area
- NATO/EU Secret clearance are mandatory
- Willingness to travel internationally
