ROLE DESCRIPTION SUMMARY
LuxGovSat (LGS) has set the objective to further develop its activities towards becoming a diversified service and solutions provider for secure operations. To this aim, LGS is leveraging its experience related to secure operations comprised of the set-up of staffing, the definition and implementation of procedural measures as well as infrastructure considerations.
LGS is currently engaged in the IRIS² program in a support role to SES, who is leading the SpaceRISE consortium of companies defining the realisation of requirements set forth by the European Commission (EC) and ESA.
SES is the lead of operations, maintenance and service package in the consortium and set as the potential operator of the Ground Control Center (GCC) for IRIS² in Luxembourg in which functions such as the Mission Control Center, the Satellite Constellation Control Center (S3C), Service Management Center (SMC) as well as Maintenance & ILS (Integrated Logistic Support) constitute the main pillars of secure operations.
The incumbent for Manager, Maintenance and ILS for IRIS² is defining and executing the IRIS² Project requirements given by the EC to the SpaceRISE consortium and aligning them with LuxGovSat current Secure Concept of Operations.
The incumbent becomes an expert in the IRIS² GCC requirements and focusses on the potential future layout, fitout and operations of the Maintenance & ILS Tasks inside the GCC.
PRIMAY RESPONSIBILITIES / KEY RESULT AREAS
- Under the guidance of the Technical Lead EU Programs and in cooperation with SpaceRISE technical team:
- Provide input as a subject matter expert to the SpaceRISE technical team on Maintenance and ILS matters, based on legal requirements and industry practice, along the service management frameworks.
- Coordinate closely with ‘Secure Services & Operations’, ‘Service Engineering’ and ‘Infrastructure Operations’ respecting IRIS² “need-to-know”, security restrictions and confidentiality, and thus build solid specifications for the Maintenance and ILS of the IRIS² program.
- Lead the Maintenance & ILS stream, in coordination within the overall S&O group, and manage the relevant internal and external contributors and subcontractors.
- Take ownership of the relevant documentation or contribution into it, as required. Lead or contribute to the preparation and delivery of, among others, FMECA/RAMS analyses, LSA, ILS plan, Obsolescence Management plan, and more. Along the lines defined for IRIS2 programme, plan the preparation and then the execution of the assigned domain, within the overall Service and Operations scope. Deliver in time and in quality.
- Align the IRIS² requirements with current operational best practices for secure operations and leverage knowledge of Telecom best-practice and service frameworks, but also of Facility Clearance, security zones, secure processes, etc.
- Get involved in the Quality and Environment Management System, propose improvements compliant with the relevant provisions of the QEMS and its possible adaptation.
- Be available on an on-call ad hoc basis in support of operations activities (escalation).

QUALIFICATION & EXPERIENCE
- At least a bachelor’s degree in Engineering, or equivalent qualifications and/or experience
- Minimum of five years’ experience working in the Satellite Telecommunications or Data Communications Industry, ideally in connection with governments or public institutions in the space domain with proven leadership capabilities
- Knowledge of satellite ground segments
- Experience in the specific domain of ILS in satellite systems, ability to streamline its processes, size the effort, and plan and execute the team’s ramp up
- Knowledge of through life support and ILS concepts, FMECA, RAMS, LSA, and all the ILS-related analyses
- Experience with project design, management and planning
- Knowledge of the satellite technologies and satellite-based communication is an additional asset
- Knowledge of ISO 9001:2015 is an additional asset
- Proficiency in the use of Microsoft Office applications
OTHER KEY REQUIREMENTS / COMMENTS
- Understanding of the unique demands of working within the Governmental institutional area
- NATO/EU Secret clearance are mandatory
- Willingness to travel internationally
