ROLE DESCRIPTION SUMMARY
LuxGovSat (LGS) has set the objective to further develop its activities towards becoming a diversified service and solutions provider for secure operations. To this aim, LGS is leveraging its experience related to secure operations comprised of the set-up of staffing, the definition and implementation of procedural measures as well as infrastructure considerations.
LGS is currently engaged in the IRIS² program in a support role to SES, who is leading the SpaceRISE consortium of companies defining the realisation of requirements set forth by the European Commission (EC) and ESA.
SES is the lead of operations, maintenance and service package in the consortium and set as the potential operator of the Ground Control Center (GCC) for IRIS² in Luxembourg in which functions such as the Mission Control Center as well as the Satellite Constellation Control Center (S3C) constitute the main pillars of secure operations.
The incumbent for LGS IRIS² (Space-) Infrastructure Operations is defining and executing the IRIS² Project requirements given by the EC to the SpaceRISE consortium and aligning them with LuxGovSat current Secure Concept of Operations.
The incumbent becomes an expert in the IRIS² GCC requirements and focusses on the potential future layout, fitout and operations of the MCC and the S3C inside the GCC.
PRIMAY RESPONSIBILITIES / KEY RESULT AREAS

Under the guidance of the Technical Lead EU Programs and in cooperation with SpaceRISE technical team:

Provide input as a subject matter expert to the SpaceRISE technical team on planning the future infrastructure operations for IRIS²

Coordinate closely with Operations Teams, IT Security and Security Officers respecting IRIS² “need-to-know”, security restrictions and confidentiality, and thus build realistic specifications for IRIS² Infrastructure Operations tools and environment.

Take Ownership of the activities and/or contribute to the editing and writing of IRIS² documents as assigned and deliver in time and quality.

Lead the Infra Ops stream, modelling and driving the operations of the space (LEO and MEO constellations, via S3C and MCC) and ground (IT/DC, 5G Core, Transport Network, GWs, etc) infrastructure, in coordination within the S&O group
-
Align the IRIS² requirements with current operational best practices for secure operations and leverage knowledge of Facility Clearance, security zones, etc.

Liaise with Engineering departments for the specification, design, development, testing and acceptance of new hardware and software tools or systems.

Participate in vendor meetings and negotiations related to system and service development, upgrade, operations and maintenance.

Get involved in the Quality and Environment Management System, propose improvements compliant with the relevant provisions of the QEMS Quality and Environment Management System and its possible adaptation.

Be available on an on-call ad hoc basis in support of operations activities (escalation).

QUALIFICATION & EXPERIENCE
-
Master’s degree in engineering / computer science, or equivalent qualifications and / or experience
-
At least 5 years of professional experience in the Satellite Telecommunications or Data Communications Industry, ideally in connection with governments or public institutions
-
Proven Spacecraft Operations and SatCom RF background enabling to understand and analyse complex operational problems
-
Demonstrable knowledge of satellite technology including asset management and flight dynamics
-
Experience in operating a large spectrum of projects and services (hardware, systems integration, support services, etc.)
-
Knowledge of military or other governmental agencies
-
Experienced in the daily usage of engineering support tools, project management tools as well as office and communication software tools (e.g. MS Outlook, IBM Notes, MS Word, MS Excel, MS PowerPoint, MS Project)

Fluency in English; any other languages will be considered as an asset

Understanding of the unique demands of working within the Governmental institutional area

EU Secret clearance are mandatory
